On July 31 2024, the government through the Ministry of Health issued Indonesian Government Regulation Number 28 of 2024 concerning Implementing Regulations of Law Number 17 of 2023 concerning Health (PP can be seen here). Before issuing this regulation, there were many pros and cons regarding the draft law (RUU) which was drafted in November 2023. This bill was supposed to implement a total ban on advertising tobacco products and electronic cigarettes.
The Draft Health Law made the advertising industry react in opposition, because the media and advertising industries were not involved in it. including AMLI (Indonesian Foreign Media Association), as a forum that gathers and oversees all Indonesian foreign media companies. Because the impact of banning cigarette advertising will be significant for Foreign Media (MLG) entrepreneurs, especially in areas where most of their income comes from the tobacco industry.
AMLI together with the Indonesian Advertising Council (DPI) and various industry associations have made strategic collaboration steps across associations, especially those impacted by this bill. The Indonesian Advertising Companies Association (P31), the Indonesian Private Television Association (ATVSI), the Indonesian Advertising Companies Association (APPINA), the Indonesian Digital Association (IDA), and the Indonesian Comic Production Association (IRPII) have succeeded in opening the government’s eyes to the importance of communication with relevant stakeholders before making regulations that impact the industry.
